POSTAL CUSTOMS AGENT SERVICE

Customs clearance of mail sent to private individuals* (Please follow the instructions below also when notified by SMS)

  • You can choose the desired customs procedure by completing the document Customs Clearance Declaration for Private Individuals.
  • Read the Information for private individuals to find out which documents you have to attach to the Customs Clearance Declaration.
  • Send the completed and signed Declaration (scanned or as a photograph) together with the documents that need to be attached for the type of goods by e-mail to postaimport@posta.hu or by fax to +36-1-297-1174. Based on the documents you send, Magyar Posta will start the customs clearance procedure.
  • Magyar Posta can only start customs clearance after these documents have been received and their compliance with the law has been checked.

Delivery of dutiable mail items in the course of customs clearance by Magyar Posta:

  • Magyar Posta attaches the Customs Decision, the CN23 customs declaration form and the list of tariffs containing the amount of the duty payable and the customs clearance service fee, to the mail item.
  • The item will be delivered when the addressee pays the customs duty and the fee for the postal customs clearance agent service. Magyar Posta issues an accounting record as proof of payment of the customs duty, on which the amount of duty paid and the postal ID number (tracking number) for the mail item concerned are indicated.

Information on the amount of duty payable:

  • The Customs Authority overseeing the mail traffic of Magyar Posta imposes duty on items based on the effective customs legislation.

Inbound items from a private individual to a private individual (received free of charge)

Between EUR 0 and 45 duty free/not subject to customs clearance
Between EUR 45.1 and 150 duty free but subject to 27% VAT
Between EUR 150.1 and 700 subject to 2.5% customs duty + 27% VAT
over EUR 700.1 subject to commercial customs tariff* + 27% VAT

Goods ordered by a private individual (purchased goods)

Between EUR 0 and 22 duty free/not subject to customs clearance
Between EUR 22.1 and 150 duty free but subject to 27% VAT
Between EUR 150.1 and 700 subject to commercial customs tariff* + 27% VAT
over EUR 700.1 subject to commercial customs tariff* + 27% VAT

 

Handling without postal customs clearance (forwarding goods under customs law):

  • Forwarding the mail item can be initiated by sending a completed declaration form (choosing option (B) Forwarding goods) by e-mail to postaimport@posta.hu. In the declaration please indicate the mail item’s tracking number (postal ID number: two letters, nine digits and the code of the country of origin, e.g. CJ123456789CN).
  • The delivery post office delivers the CN23 Customs Declaration attached to the mail item (the item itself remains at the post office).
  • The customs clearance of the item must be started with the Customs Office responsible for the addressee’s area marked on the CN23 form within 7 days. Magyar Posta only delivers the item on the presentation of a copy of the CN23 form marked with the duty paid stamp of the issuing Customs Authority (and the payment of the customs agent fee). Magyar Posta retains items awaiting clearance for 15 days, more than the period in the general regulations, on the expiry of which items are returned.

Customs clearance through an intermediary (broker):

  • The customer initiates the customs clearance of the item through a customs agency other than Magyar Posta at the National Tax and Customs Administration’s Airport Directorate. Magyar Posta forwards the mail item released by the tax authority to the addressee on the following working day at the latest. Magyar Posta charges the customs service fee specified in the GTC for declaring the goods included in the mail item to the tax authority, which is payable upon delivery.
 

Customs clearance of mail items sent to businesses, including private entrepreneurs, for the customs procedure of release for free circulation

  • Complete the document called “ One-off import customs clearance order” (Egyszeri behozatali vámkezelési megbízás) and verify it with your signature and seal. (If you do not have a VPID/EORI number, please mark the appropriate section and attach the certificate of incorporation and specimen signature as well.)
  • Please also complete the “ Declaration for Customs Clearance” (Nyilatkozat vámkezeléshez) document, and sign and seal it.
  • Then send the completed, signed and sealed documents to postavamugynokseg@posta.hu together with the documents related to the mail item. For example, invoice (commercial or pro form invoice), purchase contract, proof of origin (such as EUR1, FormA), previous customs clearance documents, ATR document, bank certificate, confirmation of order, other official licences, other declarations).
  • Based on the documents you send, Magyar Posta will initiate the customs clearance of your mail item for release for free circulation provided all necessary information, data and documents are available and the legal regulations have been met.

Delivery of dutiable items

  • Magyar Posta attaches duplicates of the Common Declaration Form (CDF) and the Customs Decision to the cleared item. Under effective customs law Magyar Posta as the indirect representative retains the original copies. The duplicate copies given to the addressee may be fully used for accounting purposes (e.g. submitting a tax refund).
  • The item will be delivered when the addressee pays the customs duty and the fee for the postal customs clearance agent service as well as the customs service fee. Magyar Posta issues an accounting record as proof of payment of the customs duty, on which the amount of duty paid, the number of the Customs Decision, the postal ID number (tracking number) for the item concerned and the ID number of the bill payment form are indicated.
  • Magyar Posta can only start customs clearance after the above documents have been received.

Handling without postal customs clearance (forwarding goods under customs law):

  • Forwarding the mail item can be initiated by e-mail to postaimport@posta.hu. Please include the mail item’s tracking number in the e-mail.
  • The delivery post office delivers the CN23 Customs Declaration attached to the mail item (the item itself remains at the post office).
  • The customs clearance of the item must be started with the Customs Office responsible for the addressee’s area marked on the CN23 form within 7 days. Magyar Posta only delivers the item on the presentation of a copy of the CN23 form marked with the duty paid seal of the issuing Customs Authority (and the payment of the customs service fee). Magyar Posta retains items awaiting clearance for 15 days, more than the period in the general regulations, on the expiry of which items are returned.

Customs clearance through an intermediary (broker):

  • The customer initiates the customs clearance of the item through a customs agency other than Magyar Posta at the National Tax and Customs Administration’s Airport Directorate. Magyar Posta forwards the mail item released by the tax authority to the addressee on the following working day at the latest. Magyar Posta charges the customs service fee specified in the GTC for declaring the goods included in the mail item to the tax authority, which is payable upon delivery.

* At the same time as receiving the SMS you will be also notified by registered letter. If you have taken measures concerning the customs clearance of the mail item following the receipt of the text message, please ignore the registered letter.
